the most important challenge of the province, namely, the issue of water deficit and the need to create a space for convergence among various institutions, eight months after the establishment of the first think tank at Yazd University, in February, 1395, a second center was established, "Water Thinking Center". At the beginning of the activity, it became apparent that taking a lead in the process of contemplating and cooperating with water around the water faced many challenges. The issue of collective action in the water sector is more complicated than that, in this area, there is a difference of opinion between the academic sectors, executive agencies and private and civil organizations, but there are also significant conflicts between the various executive agencies.
In spite of this complicated landscape in realizing collective cooperation, the center of water thinking has been one of the most effective centers of thought in Yazd University. The composition of the members of this center was formed with the same approach and with the aim of attracting the participation of all custodians and stakeholders in the province's water basin. Along with the Secretary of the Center, Dr. Aliasghar Semasar Yazdi (Managing Director of Taman Karizi Consulting Engineers), 23 others are members of the Water Think Tank. Of these, 58 percent of the faculty members of the provincial universities, 37 percent of senior executives and experts of executive agencies, and 5% of the private sector / civil society organizations.
At the focal points, the focus was on areas where the focus should be addressed during future meetings. These twelve issues include climate change and its effects on water resources of the province, the current state of Yazd province water resources, and its management, water management in agriculture, drinking, industry and services, water and land, topics Water and development, a variety of ways to access new water resources, including water transfer, deep water and virtual water, quantitative and qualitative water resources conservation, water redevelopment and unconventional waters, legal issues of water, environmental issues and their impact on quality and quantity Water, economic, social and cultural aspects of water, and capacity building and training of skilled and efficient water forces.
Regular holding of more than 30 working sessions and tens of meetings of the drafting committees (by July 2013) and the publication of three statements (climate change, water province representation, and water use in the agricultural sector).
